What is Net Metering?

New Net Metering Policy Effective May 1, 2025

Net metering is an optional policy instituted by HMLP.  It is meant to be a minor incentive for rate payers wishing to install solar generation on their residential roof tops. Hull Municipal Light Plant (HMLP) has updated its net metering policy to ensure fair and sustainable energy practices, effective May 1, 2025.

Key Features of the New Policy

Facility Array Charge

  • A monthly charge of $4.05 per kilowatt (kW) of installed solar generation capacity (AC).
  • How it works: Multiply your solar system’s capacity in kW by $4.05. For example, a 5 kW system incurs a $20.25 monthly charge (5 kW × $4.05).

Minimum Monthly Bill

  • Includes the current standard Customer Charge of $9.11 (applicable to all residential ratepayers) plus the Facility Array Charge based on your system’s kW
  • Example: For a 5 kW system, the minimum monthly bill is $9.11 + $20.25 = $29.36.

Net Metering Credit

  • HMLP credits excess energy sent to the grid at the monthly day-ahead on-peak Locational Marginal Price (LMP) for the Southeast Massachusetts (SEMA) load
  • This reflects the price HMLP pays to purchase power on the open market each
  • Important: Credits expire at the end of the calendar year (December 31). Plan your energy usage to maximize your benefits! HMLP will not advance credits at the beginning of a calendar year on the premise that the customer’s solar system will produce excess energy later on in the calendar year. Bills are due on time with no exceptions.

Why the Change?

The updated policy balances the costs of maintaining the grid while supporting renewable energy. The distribution charge ensures that all customers contribute to grid upkeep, and the LMP-based credit aligns with real market prices for fair compensation.
