PURCHASED POWER CHARGE
MDPU #50
APPLICABLE TO
All filed rate schedules referencing this clause.
Rate Charges
The object of the PPC clause is to recover the total cost of power supply including losses.
The “total cost of power supply” is defined as the sum of the fixed and variable costs of power (including fuel and pool interchange net costs), and the cost of transmission of electricity by others, recorded in the FERC Uniform System of Accounts under account numbers; 555 Purchased Power; 557 Other
Purchased Power; and 565 Transmission of Electricity by Others.
There shall be added to each monthly bill, for each schedule, an amount equal to the total kWh billed during the month multiplied by the Purchased Power Charge determined as follows:
PPC = A+C
Where:
PPC = Purchased Power Charge
A = Estimated average cost of purchased power for the calendar year per kilowatt-hour sold as forecast by the Light Plant, net of charges or credits for ISO interchange, plus the total savings credited to Residential customers under the PASNY Power Credit Clause.
C = Adjustment for past differentials between purchased power cost incurred and Power Cost Adjustment revenues collected.
Effective: May 1, 2025
FIXED MONTHLY CHARGE FOR WINTER GENERATORS
The Light Board at its July 17, 2025 meeting voted to increase the fixed monthly customer charge to pay for the costs to have temporary generators in place from December 1, 2025 to March 31, 2026. The temporary generators will power the entire town.
While no one wants to increase monthly costs, the impacts of loss of power in the winter months is challenging for residents and businesses. Loss of power and heat during the winter months can lead to serious safety issues. In addition, the loss of power and heat often results in costly repairs for frozen pipes and other building features.
The generator surcharge will be in effect starting with the September 2025 billing period and will last for one year, concluding with the August 2026 billing period. The surcharge will raise $823,545.24 to pay for renting six generators for the winter months. This surcharge is in addition to the standard monthly fixed charges.
| Rate Class | Number of Customers | Additional Monthly Charge | Total Annual Additional Charge | Total Revenue Raised |
|---|---|---|---|---|
| Residential | 5858 | $10.43 | $125.16 | $733,187.28 |
| Small Power | 296 | $14.05 | $168.60 | $49,905.60 |
| Large Power | 20 | $120.86 | $1,450.32 | $29,006.40 |
| Municipal Power | 75 | $8.99 | $107.88 | $8,091.00 |
| Temporary Service | 7 | $39.94 | $479.28 | $3,354.96 |
| Totals: | 6256 | $823,545.24 |
We hope you will agree the benefits of having energy security during the coldest months of the year is worth this temporary increase to your fixed monthly charges. Thank you.
